Blocking users should be done only to prevent vandalism and in accordance with the Roblox Cities Wiki rules. If it is vandalism, the administrator must cite pages that were vandalized. The administrator can also block IP address ranges using the CIDR syntax; the largest allowed range is /16 for IPv4 and /19 for IPv6.

When can you enable the options:
"Editing their own talk page"
When the user has been blocked for one month or more, thus preventing them from appealing.
When the user has falsified evidence for an appeal.
"Automatically block the last IP address used by this user, and any subsequent IP addresses they try to edit from"
If you believe the user has multiple accounts, check this box.
"Watch this user's user and talk pages"
If you believe this user could edit their user page as revenge, check this box.
