Newcaster is a town in and the county seat of St. Andrew’s County, Telamon State, and is considered the center of the region. It has a population of 42,372 at the 2020 census, up from 37,449 at the 2015 5-year state census. It was incorporated in 1893 as a small village off of the Trans-Robloxian Railway, by its workers and their families. It has a council-manager government, and was merged with the Newcaster Township in 2000.
It is located 60 miles away from Robloxity.
History

A small village was established shortly after the TRR was completed in 1886, and didn’t have a name until it was officially incorporated in 1893. At the time, the largest railway yard in the northwest was located here, but has since been significantly downsized in the 1960s because of the popularity of road-based freight.
The first town hall was constructed in 1898; before 1898, they were based out of the post office building. This town hall was used until 1921, when it was demolished and replaced with the current building that stands today. Much of what is now the downtown historic district was expanded during this time, including the construction of the county’s first large bank. In 1905, the city’s population reached 800 and became the main stopping point on the road to Bloxburg. The town experienced a major growth in the 1910s and 1920s , and by 1920 the population was 2,300. The town’s first school was built in 1927 (before then, a private school was ran by state-supported funds). In 1932, Marcus Brookhaven built his vacation house here, and it is currently a museum. When Roblox War 2 broke out, a large car factory was established here, and was converted to an ammunition factory which operated until 1966, when it was decommissioned and sold to the city for use as a telephone exchange. The last train passed through the original station here in 1946, when the track was demolished and paved over, to make what is now Railroad Avenue. A new station was built in 1948 where the new track was located, but it closed down in 1971 due to low ridership. In 1974, the entire downtown area was given historic status and is preserved to this day.
Geography
The town covers a total area of 30.2 square miles , with 7.5% being water. The town is located on a peninsula on a bay.
Government
Newcaster has a council-manager government , where citizens elect a 25 member town council, and a manager (by the title of mayor). The town hall building is located at [coming soon], which houses the town and county government offices and council in the western wing, and the sheriff’s office in the eastern wing. The Town Council meets regularly, three times a week, but extra meetings can be held if needed. Because of a lack of space within the current town hall, there are plans to construct a county government center, but funding has not been set as of 2024.

Emergency Services
The town has two fire stations, one of them being a volunteer fire department. Both stations have ambulance services.
The Newcaster Police Department is headquartered in the Town Hall building.
Education
There are currently two schools within the town, St. Andrew’s Middle School, and Clearwater High School. The nearest elementary school is located in an unincorporated area adjacent to the city, and is called Newcaster Elementary School. The middle school formerly held grades 6-12 until 2004 when a separate high school was established. The Upstate Ro-Oregon College is headquartered here and has a campus in the edge of town. Also, The Peninsula Academy is a Pre K-12th grade private school also in the area.
Utilities
SACPU operates water, electricity and sewage utilities within the county. It is owned by the state government. (sacpu.blox)
Water is drawn from the nearby Right Fork Creek, for 5 miles underground until it reaches the purification plant north of Downtown.
Transportation
Road
Ro-Routes 30 and 84 serve the town along with State Route 210, 4 and 9. Ro-Route 84 is the major highway through the area and starts as a divided four lane (two lanes each) highway at the junction where it merges to State Route 4, (mile 0), then at mile post 3, it widens to an 6 lane highway (three lanes each).
Harlinger Road is the “Main Street” through the area and is designated as County Road 3.
Public Transportation
The original train station (c.1885-1946) lost its role as a somewhat passenger station in 1939 when a new cut-off was proposed (and construction would begin in 1944 and take two years to build) and was a flag stop until closure in 1946, when the track was paved over. Another station had been built slightly before the cutoff in 1922 and was used as a station until the 1970s, when it was closed down. It is now a museum.
The SCRTS (St. Andrew’s County Regional Transit System) was established in 2009 and operates four bus routes. All routes start in Downtown at the transportation center, on Harlinger Road, and radiate from the city center.
