The Constitution of the Third Rogaulian Empire is the current constitution of the 3rd Rogaulian Empire. The constitution was made on 30th May 2025 as a result of the formation of the Empire. It was criticized and riots happened because it outlawed freedom of speech, forcing Gory to change it.
Preamble
The Rogaulian People, most loyal to their Emperor, declare this Constitution as their law in the name of Napoleon I, Napoleon II, Louis Napoleon, and Gory, Prince Napoleon. These laws will be followed by the Rogaulian people and will be enforced in every part of the Empire and her overseas territories. By following these laws, they will guide the people to liberty, equality, and brotherhood.
The Empire is a strong nation whose people will be given universal suffrage and the right to vote for their Empire. The Empire exists to defend the people from foreign powers, to protect their rights, and to maintain equality before the law.
TITLE I. of the empire
Article I
Rogaulia will be a semi-constitutional Monarchy, with the consul to guide the people where the emperor can't. The consul has the power to advise the emperor and manage the economy. Every 4 years, a new consul will be elected.
Article II
Rogaulia shall be an indivisible and secular Empire under the authority of the Emperor of the Rogaulians.
Article III
The symbol of the Empire will be the tricolor flag and the Imperial Eagle.
Article IV
The motto of the Rogaulian people will be "Liberté, Égalité, et, Fraternité."
Article V
The Rogaulian anthem will be Chant du départ.
TITLE II. of the people
Article VI
All foreigners in Rogaulia who hold a legal immigration visa shall be made a citizen after staying in Rogaulia for 2 years.
Article VII
Any person in foreign soil whose parents of grandparents are Rogaulian will automatically be made a Rogaulian citizen.
Article VIII
Freedom of speech is allowed. Should a protest turn into a riot or a rebellion/revolution the army/riot police will come.
Article IX
Citizens possess the rights to own property, to be given a lawyer if they can't afford one, to have a job if they have the skills needed for it, and to follow any religion that isn't a cult.
Article X
Every citizen must be loyal to the Empire. Anyone who joins an anti-Emperor organization (anti-goverment organizations are legal) shall be sentenced to 2 years in prison. if they join another organization after parole they will be sentenced to life. Anyone who leads a rebellion shall be executed by the guillotine.
TITLE III. of the consul and his parliament
Article XI
The consul can be impeached in a parliament vote
Article XII
The parliament will have the power to accept or reject the emperor's proposed laws. The parliament will also be in the Palace of Bloxumberg.
Article XIII
all citizens who are 16 years old or older can vote for the consul or parliament members.
Article XIV
All citizens 35 years old or older can run for office and create a political party as it isn't too controversial (for example Neo-Nazi parties)
Article XX
The parliament is to be divided by upper house and lower house. The upper house focuses on preventing radical laws, making sure no one breaks the laws, and giving the emperor advice. The lower house is to focus on laws, taxes, budgets, labor reforms, immigration policy, and the actions of the Consul and his/her ministers.
TITLE IV. of the Emperor/Empress
Article XXI
The Emperor/Empress only has the power to declare war, suggest new laws and manage the military.
Article XXII
The Emperor/Empress can be impeached and replaced with another family member.
Article XXIII
The Emperor/Empress will rule until he dies. when he dies, the power will pass to the oldest child of the Emperor/Empress. If he has no children, it will pass to his brother/sister or any member that is declared fit to rule.
Article XXIV
In order to become the Emperor/Empress, you need to be part of the house of Bloxaprte. if all members die, the closest house (most likely either the houses of Rornadotte, Brickburg, or Bloxharnais) will seceded in the throne.
Article XXV
The main place the Emperor/Empress will live in is the Palace of Versailles.
TITLE V. of the Grande Armiee
Article XXVI
The Grande Armiee will be the forces that will guard Rogaulia and its Empire
Article XXVII
The Grande Armiee will be led by the Emperor/Empress but if he is to not have any military training the most experienced Marshal of Rogaulia is to lead the Grande Armiee.
Article XXVIII
If Ville De L'Amour falls The Grande Armiee is to not surrender and instead fight like nothing happened.
Article XXIV
If the Grande Armiee cannot fight using its normal tactics it is to wage gruella warfare.
Article XXV
The Grande Armiee is to never surrender and instead fight to the death unless the Emperor/Empress himself orders them to disband unless he/she is controlled by a puppet regime (for example Vichy Rogaulia).
TITLE VI. of the provinces
Article XXVI
All Provinces will have a governor who will be reelected every 3 years
Article XXVI
All Provinces may have a constitution with their own laws, although government laws can't be changed by state parliaments.
