The Chaos Insurgency is a global, decentralized paramilitary organization and the primary combatant of the RSCP Foundation. While the Foundation focuses on the containment of the anomalous, the Insurgency operates under a philosophy of anomalous utilization, Operating through independent cells. They view the anomalous not as a threat to be hidden, but as a catalyst to overthrow "consensus reality"—which they believe to be a lie perpetrated by the Foundation.


Origins:

The true history of the Insurgency is obscured by layers of Foundation propaganda and Insurgency disinformation. However, two primary theories exist within RSCP intelligence:

  • The 1924 Triad: A civil war within the Foundation led by R5-9, R5-11, and an unidentified Researcher. They demanded the liberal use of anomalies to benefit humanity after the Great War. They were eventually forced into hiding, taking thousands of personnel and hundreds of anomalies with them.
  • The 1948 Defection: The Foundation’s most elite black-ops unit, Mobile Task Force Alpha-1 ("The Red Right Hand"), defected. Originally used by the R5 Council to perform "unethical" tasks under the guise of a fake rebel group, the unit eventually became the very thing they were pretending to be, seizing several RSCP objects and vanishing into the European occult underground.

In the modern era, the Insurgency has absorbed various anti-Foundation sentiments, growing into a shadow empire that rivals the Foundation in both reach and lethality.

Organizational Structure

The Insurgency is not a traditional army; it is a Cellular Network. Most members do not know they are working for the Chaos Insurgency.

The Engine and The Engineer

At the apex of the CI is The Engine, a precognitive entity or machine that communicates via telepathy or cryptic code. It dictates the "Steps of the Plan," which allegedly lead to a "Utopian" future. The Engineer serves as the sole interface for the Engine, acting as its voice to the rest of the organization.

Delta Command

Functioning as the "Brain" of the Insurgency, Delta Command consists of Delta Commanders and Step Compilers. They translate the Engine’s cryptic "Steps" into actionable military operations and coordinate the cell network.

The Personnel Ranks

  • Gamma Operatives: Gamma-class researchers and military commanders have oversight over the execution of Delta Command's orders. Personnel of this rank can most often be found in leadership positions in inner cells and tend to have a moderate grasp about the Insurgency's overall activities, though missing the breadth of view that Delta Command has.
  • Beta Agents: Beta-class personnel, while not given the same level of command as Gamma-class, carry out the Insurgency's work in the field. Broader awareness of the Insurgency's goals may vary from person to person, though they can be expected to be well integrated into their cell. Delta Command views leaders of outer cells as Beta-Class even if the cell has never heard about the rank.
  • Alpha Personnel: Alpha-class personnel, often recruited from individuals with little to no knowledge of the anomalous, accept offers of employment often because the alternative outside the anomalous world is worse. They are the grunt workers: numerous and expendable. If a Chaos Insurgency raid resulted in all Insurgents dying, chances are it consisted entirely of Alpha-personnel and their sacrifice was part of a larger scheme.

Tactics and Methodologies

The Chaos Insurgency does not possess the sheer numbers or the containment-focused budget of the RSCP Foundation. Consequently, they utilize Asymmetric Warfare—using the Foundation's own assets and "normalcy" against them.

  • Sleeper Cells: Agents embedded as normal Foundation employees who activate upon a "Sign" from Delta Command to sabotage containment or leak site coordinates, etc.
  • Controlled Leaks: The CI exposes the Foundation's unethical experiments to the public, forcing the Foundation to divert resources to PR and "Clean-up Protocols," leaving sites vulnerable to raids.
  • Use Of Anomalies: The Insurgency has been seen using anomalies to their own benefit during raids on foundation sites. During the [██████] Siege, CI operatives successfully obtained a high-resolution photograph of RSCP-096’s face. Instead of destroying it, Delta Command ordered the image digitized, and later it was planned to be used in a "suicide mission" during another Siege on Site-██.

Locations

By the nature of being viewed as terrorists, the Insurgency has few places to call home. Even bases (or "firebases"), the Insurgency equivalent of a Site, rarely last long. The following is a list of the locations where the Insurgency has secured its presence either permanently or over an extended period of time. To make additions easier, moving locations like a trailer or a ship are also counted.

  • Bases/Firebases — Name of the Insurgency equivalent of a Site. Given the Insurgency's tighter budget, these can be significantly smaller than a Foundation Site. Might be a Research base and hold an equivalent to containment cells to store weapons and experiments. Might be a Military Base. No specific bases have stood out yet to be worth noting.
  • Delta Command Headquarters — The mythical headquarters of the Insurgency. Used before to facilitate collaboration with like-minded groups. Potentially destroyed ages ago, with Insurgency forces led to believe in its eventual renovation. If it ever existed at all.
  • Zevala — Classified as FP-15 by the Foundation, Zevala is an independent village in the Bloxargentina Republic. It was under Insurgency occupation in ████ from January to June.
