Special communes

A special commune (Telamonian: Puulu kuikawa) is a municipality that has been removed from the jurisdiction of a particular district and is subject only to the province. Although these are communes, they are not currently counted as proper ones.

Overseas communes

Overseas commune (Telamonian: Puulu hilinai) is a second-level administrative unit used in overseas territories. They differ from regular communes only in name and level.

Third-level administrative units

Urban communes

Urban commune (Telamonian: Puulu kulanakauhale) is a type of commune. These are cities with communal rights, usually the capitals of districts, but not exclusively.

Rural communes

Rural commune (Telamonian: Puulu kuaaina) is the most common type of commune. These are communes made up of villages only, without cities. They occur mainly in agricultural regions, although not exclusively.

Rural-urban communes

Rural-urban commune (Telamonian: Puulu kuaaina a kulanakauhale) is another popular type of commune. These are communes that contain both towns and villages. They are often found in the suburbs of larger metropolises, but also in the centers of less populated areas.

Urban districts

An urban district (Telamonian: Apana kulanakauhale) is an administrative unit classified as a commune. These are districts of cities with district rights, which, because they are the highest administrative unit of the city, gain the name of commune.
