Incident

Summary

On October 20th, 2015, 27-year-old Eric Evans committed several shootings across River City, killing 18 people and injuring 12 before being shot and taken into custody. Evans was a member of the Liberty County Freedom Fighters, a right-wing extremist group that was part of the up-and-coming boogaloo movement and held anti-police and anti-government views. Two accomplices, Steven Miller and Daniel Manchez, were arrested with helping Evans plan the attacks and assisting in his initial escape. This would be the deadliest shooting spree in River City history, surpassing the 1970 Brown family massacre that killed 7 and injured 1.

Preliminary attacks

Springfield Dollar General arson

On January 6th, 2015, Eric Evans arrived at a Dollar General in Springfield, just a few miles from River City. At around 11pm, Evans entered the now closed Dollar General and covered the interior of the store with a canister of gasoline. He then lit the fuel, engulfing the store in flames. Nobody was inside of the store when the fire broke. Evans would then drive off in his red Dodge Durango SUV. He was not considered a suspect in this incident until he was arrested after the attacks.

2014 River City Strip shootings - 1 dead

On June 3rd, 2014, two men, dressed in black tactical gear and armed with AR-15 style rifles, set several stores on fire in the downtown River City commercial strip mall. The attack happened at approximately 9pm. The two gunmen would also fire into one of the stores, fatally shooting 22-year-old Timothy Brian. The two suspects have not been identified as of 2023. Eric Evans is believed to have helped plan the attack.

Events

Grand Avenue shooting - 1 dead 1 injured

At 4:28pm Eric Evans arrives at an office building on Grand Avenue which had been the victim of an arson attack a few hours prior. Evans had set the fire between 2pm and 3pm. After the building had been evacuated, police cruisers were sent to patrol in the surrounding area. Officers Mason Prince (38) and Arnold Castillo (29) were walking on the street in front of the building when Evans pulls onto Grand Avenue in his SUV. Officer Castillo got into his patrol car, leaving officer Prince on the street. Evans would then exit his vehicle and open fire upon the two officers, fatally shooting Officer Prince and critically injuring Officer Castillo, who was shot as he sat in the driver's seat of his Ford Explorer. Officer Castillo managed to drive away from the scene after being shot, but Officer Prince would sadly succumb to his injuries. Twenty .223 Remington shell casings were found on Grand Avenue.

Moments later, Evans would drive off towards the River City police station. He would stop his car in front of the station and turn towards postal worker Duke Cletus (48) who was walking towards the post office. Evans shot Cletus 6 times with his rifle before driving off. Duke Cletus would die from his injuries in the hospital 4 hours later.

River City tool store shooting - 4 dead 4 injured

At 4:34pm, Evans arrived at a tool store on Fairfax Road. He would stop in front of the store and immediately open fire upon a group of people standing in front of the entrance, killing Jefferey Clarke (24) and injuring Alphonse Wilcox (33), Rudolf Mullen, and another man. Mullen was shot as he sat in the back seat of a black Dodge Charger sedan. The unidentified man ran over to the trunk of his sedan and equipped himself with a WASR-10 rifle and began to fire at Evans, striking his car several times. Evans returned fire and critically injured him. After shooting the man, Evans would get into his car and attempt to flee the scene. Alphonse Wilcox then drew his concealed carry M&P Shield handgun and fired at Evans' car, popping all of the tires on its righthand side and disabling it. Evans would abandon his SUV and fire at Wilcox, striking him multiple times from a distance and killing him. At the same time, a police cruiser driven by RCPD officer Elton Fletcher (26) arrives at the tool store. Evans would fire at the police car, injuring Fletcher with glass shards. Fletcher then ran towards the store armed with his patrol rifle and engaged Evans, he was fatally shot several times. Two police cruisers arrived at the scene after Fletcher was fatally shot. 3 RCPD officers engaged him as he ran towards Independence Parkway. RCPD officer Benjamin Shaffer (35) parked his patrol car in front of a shopping outlet and ran towards the tool store. Evans made his way towards Independence Parkway, firing at officers as he ran, injuring 2 of them. Officer Shaffer then encountered Evans near the shopping outlets. He was fatally shot and died on the scene. As Evans reached Independence Parkway, a gray Chevrolet Silverado pickup truck pulled up next to him and picked him up. The truck sped down Sandstone Road, being struck multiple times as RCPD officers fired at it from the parking lot of the tool store.

The truck was driven by Steven Miller (29) and Daniel Manchez (25), both members of the Liberty County Freedom Fighters group. For about 50 minutes, the trio would drive across Liberty County, evading capture and resupplying. At 4:46pm, the truck was pulled over by RCPD officers for speeding. The trio would be let off with just a ticket. At one point, the three made a stop at a mod shop in Springfield where they would part ways; Manchez and Miller would leave in a black pickup truck while Evans would switch to a black Nissan Altima parked nearby. The Altima was parked in front of the mod shop the day before. It was full of extra ammunition and weapons, including Molotov cocktails, a Glock 17 handgun and a Remington 870 shotgun. It was determined by investigators that the trio had followed a designated route and that the order of events was meticulously planned.

Freedom Avenue ambush - 12 dead 8 injured

At 5:24pm, Evans would pull up in front of the River City mod shop. Two buildings separated him from a large group of RCPD officers and civilians on Freedom Avenue. RCPD officers had been questioning a group of soccer players who were on their way to a soccer tournament in Springfield. Evans would equip himself with his rifle and aim at the group of officers through an alleyway, using the corner of a building as cover. His initial burst of gunfire killed officer Bob Odom (39) and injured two others, including a soccer player. The soccer player, having been shot in the arm, mistakenly ran towards Evans and is shot 3 more times in the upper body. He is now in critical condition. Evans then fired towards the officers again, striking several police cars. Evans turned towards the mod shop and fires 3 rounds at a passing patrol car, injuring the officer inside. He then turned and fired toward Freedom Avenue, critically injuring another officer, who took cover behind a building. He then fired at a white and black Dodge Challenger sedan down the street, injuring the driver with a shot to the shoulder.

At 5:25pm, Evans rounded the corner of a building that he was using for cover, allowing him to take aim at a group of officers who had been focusing on the alleyway that he had initially fired through. Evans fired 20 rounds at them, killing officer Brendon White (24) and officer Raymond Gates (32). Another officer was injured. Officer Paul Quinn (28) ran in the direction of Evans' gunfire but was shot as he rounded the corner of the building. He would then be shot multiple times and killed. Officer Taylor Berg (30) pulled up to a nearby Liberty Cafe and exited his patrol car, but he was immediately shot and killed by Evans. Four-year-old Michael Carrol ran adjacent to the Liberty Cafe and encountered Evans, who fatally shot him three times, he would die in the hospital after being put on a ventilator. Springfield Sheriff's Deputy Aaron Herring (37) would run towards Evans but was instantly fatally wounded as he passed the Liberty Cafe. Evans then turned and fired at civilian Donnie Vargas (48), who was shot multiple times and killed as he exited his sedan. Evans turned his attention back towards Freedom Avenue and fires at officers tending to fatally wounded victims, injuring an officer. Soccer player Jeremy Freedman (21) took cover behind his blue Toyota Prius and retrieved an AR-15 style rifle. He then fired at Evans, grazing him in the neck and hip before being fatally wounded. Evans then reloaded his rifle and turned towards the DMV building, fatally shooting Blair Moon (23), who ran towards the gunshots. He then rushes the group of RCPD officers, immediately fatally shooting officer Phillip Hines (26) and officer Terry Booth (30), who were both caught off guard. At this point Evans has run out of ammunition for his rifle and surrendered to responding sheriff's deputies. Eric Evans had shot and killed 8 police officers and 4 civilians, wounding 8 others in 1 minute and 44 seconds.

Eric Evans was taken to the River City Hospital where he was treated for his wounds and let out within an hour. He would then be taken to the Liberty County jail. He had shot and killed 12 law enforcement officers and 6 civilians and injured 13 more (3 civilians and 10 LEO) in 56 minutes.

Aftermath

Victims

Out of the 18 fatal victims, 12 were LEO and 6 were civilians, 3 of the injured were civilians and 10 were LEO. Initial reports of the casualty count were misleading as several witnesses had reported many more injuries than were officially announced. The first reports stated that at least 9 people were pronounced dead and that 50+ people were injured; this number number was later changed as the death toll would double in the following days.

Reactions

President Roblox was briefed on the shooting and made a public announcement voicing his disappointment in hearing that the gunman was a black man. This would the deadliest attack against law enforcement in Robloxia history, surpassing previous shootings such as the 2012 Shooting of Blorida police officers (which left 4 BCPD officers dead and 3 others wounded, with the perpetrator being injured and taken into custody), the 2009 Bloxas-Ro Arkansas shooting (which left 3 police officers dead and 9 wounded, the gunman later being killed), the 1998 attack on Bloxburg PD officers (which left 5 Bloxburg PD officers and the gunman dead), and the 2011 Shooting of River City police officers (which left 3 RCPD officers dead).

Arrests of Steven Miller and Daniel Manchez

On October 22nd, the suburban home of Steven Miller was raided by SWAT officers. He was taken into custody without resistance. A Sig P226 handgun was found on him. Miller was wearing a pro 2nd amendment shirt at the time of his arrest.

On November 1st, Daniel Manchez was arrested in neighboring Sierra County at a gas station after being followed by the RBI for weeks. Manchez was found with several rifles and a handgun in his car. The handgun, a Glock 19, was later found to have been owned by Miller.

Eric David Evans was born in Blorida. He performed well in school and dreamed of one day becoming a member of the Marine Corps. Evans developed an interest in firearms at an early age and was said to be quiet around others. Evans was diagnosed with high functioning autism at the age of 10. Evans applied for the Marine Corps in 2012 and attended basic training and combat training. However, he dropped out at the last minute for unknown reasons. Evans had a history of visiting private gun ranges and dressing in military gear, otherwise known as "Larping". He allegedly joined the Liberty County Freedom Fighters group in 2010 after being radicalized by online 4chan discussion boards. He regularly posted about his anti-police and anti-government views under the username "Steinadler88". Evans bought the Glock 17 and LMT AR-15 found on him in 2013.

Steven Miller

Steven Miller was born in Reorgia. He was raised by a single mother in the suburbs and did not have a father figure. Miller became radicalized on the same 4chan message board that Evans used. This is also where the two first met. Both men had been living in Liberty County at the time and decided to meet up in around 2013. Both of them decided to join the LCFF group at around the same time. Miller was in possession of a Sig P226 handgun at the time of his arrest.

Daniel Manchez

Daniel Manchez was born in River City, Liberty County. Manchez displayed sociopathic behavior at an early age. He was noted to have shot at dogs with a pellet gun from his front yard while he was in elementary school. Manchez displayed signs of ADHD and OCD in middle school. He also began to frequent 4chan at around the same time. Manchez met Miller and Evans in River City in 2014. They would live in three separate homes within the city and communicate often online. In October and November of 2014, Manchez bought a Remington 870 shotgun, a Mossberg MVP bolt action rifle, and a Ruger Mini-14 rifle.

Trials

Starting on June 4th, 2016, Evans would be put on trial for the attacks. He initially pleaded not guilty at a court hearing. He maintained that plea during his trial. After 4 weeks, Evans was found guilty of the shootings and sentenced to 18 life sentences, plus 3000 years in prison. Evans was seen looking indifferent as his sentence was announced.

In January 2017, the trials of Steven Miller and Daniel Manchez would begin. The trials would last two weeks, with both men receiving sentences of life in prison for conspiracy to commit a terrorist attack and being complicit in aiding in the escape of Eric Evans, plus 18 counts of first-degree murder. Both men initially pleaded not guilty.
