They are hiding in large forests in hidden camps (some are underground) so operation of arresting them is very difficult. Even more difficult would be arresting Nongel, because he has enough force to cross the border and enter the capital.

No, you can't just say your version is canon. Corporatist Army has 305,000 members. They have multiple camps in multiple forests. Nongel and Bloxont cannot be arrested or killed in July 3-4 action because their first mentions on any page were made later. They are my characters. Bloxbrick isn't that stupid, so he illegally crossed the border instead of being arrested while trying to do it legally.

To arrest/kill them, you would need to first locate them, what is very hard, then send armed forces. You would also lose many people to deadly traps and guerilla fighters protecting their commanders who are hiding in bunkers located in the center of big forests.
