Scott Sheer was a Democrat and a United States Senator from Kentucky. During the Democratic National Convention, Frank Underwood offered to get Senator Sheer a prime time speaking slot if he cast his vote as a delegate for Claire Underwood over Catherine Durant for the Vice Presidential nomination. When President Underwood is called away to deal with a domestic terror threat, the delegates grow impatient and begin protesting, leaving Senator Sheer unable to give his speech.
