John Rayner was UK Home Secretary under Prime Minister Francis Urquhart.

Biography

John Rayner was a Conservative MP under Prime Minister Francis Urquhart, and he was appointed to his Cabinet as Home Secretary. Rayner was a member of the "hard right" of the party, opposing the "culture of dependence", and saying that there were too many old people in Britain, justifying his view that healthcare should be privatized and paid for. These views led to him clashing with Health Secretary Betsy Bourke at a Cabinet meeting, and Urquhart sided with him, although he joked about Rayner's views, asking him if he intended to euthanize people at 65.
