Celia Jones was the daughter of Civil Rights Activist and former Congresswoman Doris Jones. In 2016, Doris decided to retire and Celia received her mother's blessing to run for her seat in the House of Representatives. This briefly put her and her mother in conflict with Claire Underwood who sought to run for Texas's 30th district herself so she could create her own path and no longer have to live in her husband's shadow. This effort was thwarted during the 2016 State of the Union Address when President Frank Underwood offered funding for a breast cancer clinic in Jones's district, and publicly endorsed Celia for the Congressional seat.
